Cheap Pc Build Help pls

I already have a decent gaming pc, but my friend wants one too. I have some extra parts and I want your guys help filling in the gaps. I'm not sure what category this would go under... Anyway-

I got 2 pentium 4 (3.0) processors

I got a 400W (No 6pin connector)

I got 2, 4Gb DDR3 1333Mhz 280pin Ram sticks (I want to only use 1, save the other for another pc build)

I got 2 old motherboards with Master/save ribbon cables, APG slot, PCI slot, ect ect. No Sata cables.

I got 4 256Mb DDR Ram sticks, and 4 512 DDR Ram sticks. (Not that it matters)

I got a 500 GB HDD with decent RPM I don't remember. But it's new enough...\

I got a monitor also. And I'm not TOO worried about how it looks cosmetically. So I can use these old cases lying around.

So as far as I see it, I got the Ram, Processor, and HDD. I got some old cases also. So what am I looking at guys? It doesn't need to be anything fancy. Just good enough to play DC Universe on highest settings. He's a DC fan. Maybe you guys could point me to some deals. He's not very "well off", so the more bang for the buck, the better!

Uhm you have incompatible parts (AGP slots are WAY extinct, there are no video cards made for the slot) and too old low end components. and most of all your wasting your money if you try to add stuff to it. Almost everything you listed is more then ready for the scrap heap (for example no one sells IDE Hard Drives, they are all SATA).

Tell your friend to take $249 go to walmart, get a desktop or even laptop i3 system DONE. Yeah it will play DC Universe but not on "highest settings", for the intense battle scenes and such you need to install a modern GPU then swap a PSU to power it all, now your around $500 depending on how expensive a GPU you get, and it keeps increasing and you need performance.

Otherwise, just tell him for under $200 get a PS3 and he can play on there (it is made by SONY after all!! the PS3 maker!). And that be the most simplist solution.
