So I have this used CPU from my old computer which is better than the one I got in my new computer. I want to replace the new CPU with the old one, but do I have to add the thermal paste, or what you call it, since there already is some on?

Solution
Yes, you will need to clean off the old dry thermal paste off the cooler and CPU and install it with new one. Does the CPU fit in the socket though? What cpu's are you talking about?

first of all make sure whether used cpu is compatible with new motherboard socket. If it is, remember to UNPLUG THE POWER FROM PSU. Then remove the cpu heatsink from new cpu and take out the processor from motherboard. Now install old processor(make sure you have cleaned surface of your it before applying new thermal paste), now apply thermal paste on its surface and install heatsink upon it. Connect the cpu cooler to motherboard and plug in psu cable. You are all set to go.
