Solution
The safest is through the BIOS, adjusting the multiplier (This multiplied by your base clock or BCLK determines the CPU clock speed). There are guides on these forums to help you OC, and you can also search up what voltages others are running at what speeds on your CPU to help guide you along and determine what's safe.

The CPU might be holding it back a little. Then again I wouldn't OC just yet. Your 400w might be hitting its limit soon if you decide to OC. If you OC and you get crashes then it might be time to get a higher wattage PSU.

Which games are you trying to run?

Try OC'ing a little at a time, try for 4.2GHz and see if there's any improvement on the same settings. If there are, slowly go upwards until you see little to no improvement at all. Then if you still aren't satisfied I'd try OC'ing the GPU. Remember to watch the temps!
