Is it good ocing mobo?

Hello.
Depends on a lot of factors. If you know what you are doing you can go 4.4 to 4.6 but well that depends again. There are plenty of guides on the net you should just google a bit. Hyper 212 is a good cooler just add another fan for extraction if you don't have already install it. Now for the motherboard I will go for Asus M5A99X EVO R2.0 AMD 990X (Socket AM3+) .
