Monitor w/o TV Tuner purchase advice

I would like to buy a 27 inch monitor w/o TV Tuner. I was thinking about this LG LG 27MD53D (sorry could not find english page) which has a built in DTV-B/C TV Tuner and SMARTCAM support.

I also thought of ASUS MX299Q or the 27 inch version. But these come without a digital tv tuner and are a little expensive. Naming convention a little different in Romania.

Another question. Can someone reccomend me a good TV Tuner Card with SMARTCAM support? If there is such a thing.

I am stuck between choosing an AH-IPS monitor made by Asus and a much cheaper LG Monitor with probabily an e-IPS display with an integrated digital TV Tuner and Passive 3D

It is kind of a hybrid, 5ms response time, e-IPS panel, 60hz refresh rate at 1080p.

Anyway, would you buy a hybrid or go for an ultra wide monitor?
