ASUS Radeon 7790 - is my card defective?

I purchased an ASUS HD7790-DC2OC-1GD5 Radeon HD 7790 1GB 128-Bit GDDR5 PCI.

A few weeks ago, it started doing extreme artifacts after about 10 minutes of game play, rendering games completely unplayable. When I'd shut down the game, the desktop looks fine/normal.

When I check the temp immediately after shutting down a game due to artifacts, the highest its ever been was 55C - from what I understand, this is well within normal operating temps?

The artifacting/distortions only occur when I play games, but they immediately cease when I shut down the game and go back to desktop.

If I restart the game immediately, the artifacting reappears immediately. But if I shut down the PC for hours, then reboot it- the artifacting won't appear for 10-15 minutes.

I've never had video card problems in the past, so I wanted to know- do I have a defective card, or is it motherboard/software related? I have never OC'd this card either.

 
Solution
I figured out what happened- it was my CPU, not my GPU.

Under the ASUS "EPU-4" motherboard power management program, I undervolted the CPU too much for the power saving modes. Apparently this caused corruption for the brief moments the CPU down clocked.

I bumped up the CPU voltage a notch, and all the streaking/artifacting is gone!

I just tried this, still not working. From what I have read, the VRAM on this card bottleneck's the GPU's performance because it is only 128 bit instead of 256, so even if it worked, I would prefer not having to downclock it.

With afterburner, the highest I got was 57C. I think I've read on this board, most GPU's can typically handle up to 100C?
