usb not powered on first boot...

When I boot my computer, the USB ports don't power properly. It will get powered when I press the power button, but when it goes to load either Windows 7 or 8, 8.1, both the mouse and wifi will get unpowered. Lights on those device goes off as soon the window booting screen comes up. I've updated my BIOS to the latest version. Any suggestions?

Mainboard: ASUS P7H55-M LX/USB3
CPU: Intel Core i5 760 @ 2.80GHz
OS: Windows 8.1 Pro (but this problem is ongoing since windows 7)
Graphics: Radeon HD 7700
Power: 750watt


I've already sent it in twice. And both time they said they fixed it. They said they've replace the ports. But it made no difference when I boot. And when I try to boot with Ubuntu, it automatically restart every time during boot. So I'm not sure if the problem is windows only or not. Because it works fine after restarting on windows too. I just wish I can solve this problem because I don't think pressing the reset after bios boot up or constantly having to restart computer after every first boot is healthy for the hard drives. Thank you in advance for help I can get.

Could try a different keyboard and mouse, but if me, I'd call and let them know they supposedly fixed it twice and still the same problems and ask for a new one rather than them 'fixing' it, by saying they 'fixed' it they have acknowledged there is was a problem with the mobo, tell them you would prefer a new mobo that works as advertised.

go to : "Control Panel\Hardware and Sound\Power Options\System Settings"

Control Panel> System and Security> Power Options> Choose What The Power Buttons Do(from the left side bar)
]


and untick the "Turn on Fast Start Up" under shutdown settings sub-menu...

I am facing the same problem, now that you mentioned it, I think turning off that feature should fix my problem, fast startup causing many other issues too.
