It depends on the resolution of your monitors and how many you are using at once.
For surround that seems like its about right, and depending on refresh rate Vsync may help stabilize the FPS.

He was legit, no shameless plug.
I and one other person joined his twitch link. It was discovered he may have a defective video card as one had flickering/artifacts (generally crappy looking) and the other was good. In SLI mode his FPS would rarely exceed 60-80 and dip to 40's no matter what the game settings were at, plus gpu usage was only at 30%. With the good card he was getting what should be expected from a 780ti without the flickering/artifacts.
He tried several changes; removing the capture card etc......and it came down to a bad video card as the likely explanation for the poor performance.
His pc/monitor was a killer setup.
