7/8 both work fine on most newer games with little performance difference a couple games like BF4 see a couple FPS more. Windows 8.1 has been cheaper lately though.
I have switch incessantly between windows 8.1 and windows 7. Windows 8.1 is better in Bf4 for sure, it feels smoother. But the biggest issue with window 8.1 is mouse, it's pure shit! So my advice is to stick with windows 7 and get a 120GB samsung 840EVO ssd if you don't have one
