EVGA GTX 770 4GB Classified running metro last light at 20-30 max settings, is that normal?

Just wanted to know or if i could do anything to make it better.

If you say max settings as in 1920x1080P with all settings at their highest including SSAA, then yes that is perfectly normal. SSAA 4x (sometimes even 2x) is not meant for single card configs really unless you have a 780 Ti or Titan Black, thats really the only two cards that could pull ~60 FPS with max SSAA, maybe a 290X also. Also, the GTX 770 can't make good use of 4GB of VRAM, I think 2.2 GB is the effective usage limit due to the 256-Bit memory bus, so it's really not doing you any better from my 2GB card, since M:LL only uses 1.4 GB VRAM anyways, and M:LL is 95% GPU bound, so your more powerful CPU wouldn't make a difference either.

In the benchmark for the game, which takes place during a very intense scene, with all settings put up to the very highest including SSAA, on my hardware I saw an average of between 29-34 FPS, and most other 770 owners see that as well, so your card is working fine. It's normal. Turn down the SSAA and you'll hit 60FPS no problems.
