does Cpu power matter? kaveri 7850k.

So im starting to lose my mind. To all of you who have amd, you know you have that catalyst control center right? well the option that says cpu power lets you change the ghz/mhz of the cpu to as low as 1700mhz from 4000mhz in my 7850k.
But i've being having really hot temperatures with it so i decided to lower it down to 1700mhz and when i played the games they run exatcly the same but the temperature decreases which is a good thing.
i ran a benchmark on tomb raider at 1080p normal and it ran 20.7 min 30.2 max 25.1 average on BOTH ways. Seriously, WTF right?
So if i get the same performance, should i just play it on the lowest?

I would. There is no reason to put extra stress on your components.

Some times there will be a bottleneck in your system, so the CPU speed will not matter too much.
Like the CPU is limited to the GPU speed. lets say your CPU is at 2000MHz and your GPU is at 1000MHz.
By drooping your CPU down to 1500 MHZ will not make a difference because the GPU is at 1000MHz. :)

Awsome thanks for explaining. If i buy a GPU, for example R7 260x, will the temperature of the cpu drop?

No, the temps of the GPU should stay the same. The CPU clocking does not effect the GPU clock.

what would you say is a dangerous Temperature that can kill my cpu? my friend says that as long as its beneath 90c it is fine. And he is a experienced at computer parts and builds as such.
