I have a VGA monitor, and my GPU has no VGA port can I connect a Monitor to it and not reduce Graphics Card performance?

Confused.

Performance is not an issue, you either can or can't connect the monitor to the graphics card.

As said, you need to use a VGA adapter, however you must have a DVI-I connector (not DVI-D). You can see the difference here (look down under "connector"): http://en.wikipedia.org/wiki/Digital_Visual_Interface

If you have the proper DVI-I connection, then you need a DVI to VGA adapter. Here's a random store site in Canada or ask a friend if they have one laying around (or you do) as they come with most graphics cards: http://www.walmart.ca/en/ip/dvi-to-vga-cable-adapter-black-mf/6000066422768

*That's the same thing linked above in another comment, but again you MUST have the DVI-I connector (single or dual).
