PSU or motherboard problem please help.

I have just put in a new power supply (corsair cs750m 750w) to get ready for a new graphics card but on every start up my pc tuns on, then off then a sec later on again. After that a anti surge message appears . All I have to do is push 2 on the key board to acknowledge it and all is fine after that, its just annoying appearing on every boot. Is this down to the mouther board ( asus M5A78L-MLX) anti surge being buggy and should I turn that off or is there a real psu issue. Also I have checked my voltages and i don't understand some of them, screenshot in link . Can someone explain why some are low and some are high especially the -5v ? thanks. http://i.imgur.com/6aWLJvY.jpg

Thanks for the advice , I have done as you said and turned the anti surge feature off through the bios and boot up was fine this time . All is well with that issue but I'm still getting the same readings on the voltages . Could that be down to me not using most of the psu power? I have only got 1 hard drive, a disk drive , 5 fans and my mouther board plugged into it. Thanks again.

Just checked the BIOS and all is fine, must of been the software that's wrong . thanks for the advice.
