PC Won't turn on, case and fans do, but no USB/ moniter power

Hey everybody, I'm having a big problem with what I think is my case.

My PC shut off when I accidentally bumped the tower with my foot, and now I can't get it running again.

If I push the power button, the case either lights up and the gpu/cpu/psu/case fans spin, but the USB ports and moniter get no power. Or the fans and lights flutter for a second and then turn right off again. If the latter, pushing the power button again does nothing, and I have to manually unplug the cord from the outlet then plug it back in to try everything again.

Is this a case problem? It seems like it would be a MOBO problem since no USB ports get power, but at the same time, why would all the component fans spin, since it al runs through the MOBO.


If the lights and fans run, shouldn't holding the power button turn everything off after 5 seconds or so? Either way, holding the power or reset button do nothing. Doesn't that make it sound like the case isn't delivering or receiving input like it should be?
