SPECS:
CPU: AMD FX 4130 Quad Core 3.8GHz
GPU: MSI Factory Overclocked 2GB GTX 770
RAM: 8 Gigs of RAM

This is the kinda FPS I am getting
Arma 2 OA : 40-50FPS
CS:GP : 80-90FPS
Minecraft : 100-120 FPS (usually a lot more)

Is that normal for a video card of this specs to be getting that kind of FPS? I don't have any parked cores because I tried doing that already and it made minor changes to the FPS. Is there anything I can do to get the full potential of the video card. Because I live stream and I can only get maybe 50-60 frames while streaming and I know the video card is capable of so much more. Thank you for time and suggestions!

Solution
It's your cpu holding you back. The FX x1xx(bulldozer) cpu's are known to be poor gaming cpu's. An upgrade to atleast a FX 6300(assuming the motherboard supports it) should increase your gaming performance.
