Cannot format my hard drive in vista with my DVD in hand and neither from disc managment help

i have a Dell Studio 1700 series in excellent condition except for viruses which made it slow , irresponsive and cannot trust to log in to important sites because of this
i have my original DVD for re installation, i tried every possible to go to the format dialog while starting with my DVD inserted in but no use it just boots up direct , then i tried to format from disc management , the format button is not on what could be the reason and how to format my hard drive after i backed up every important data in it

Obviously you can't reformat while Windows is running.

Did you set the BIOS to boot from DVD?

Thank you for your reply , i actually inserted the reinstallation DVD when starting up and pressed the F12 until boot options window appeared and i chose CD-DVD .
so i think it was booting from the DVD but is there any other way to make sure it does , i have seen videos where they will insert the dvd and restart ,it will take you straight away to window for confirming language and continuing through till formatting , but in my case it does not ,and when i try to format internally the format button is Dimmed like disabled .

The reason they get it to boot right away is because they have it set in the BIOS to start booting from the DVD drive.
