If my board says it supports DDR3 1600 does that mean the system will post with any ddr3 1600 ram?
Or do I also have to worry about timings, latency, voltage, ecc/non ecc etc when buying ram?

Depends on your mobo, will it support it - yes, as long as the CPU can run it, and generally newer mobos default to to 1333, so you will need to set it to 1600 - on Intel generally as easy as enable XMP and select profile 1, on AMD similar, find XMP, DOCP or EOCP and enable it and select 1600
