Cpu Overclock issue

So i used AMD Overdrive to overclock my cpu like .3 ghz and then i changed it back to default a few weeks later and now when i go to task manager and look at the speed it says maximum is 3.3ghz but yet it registering up to 3.6 ghz I've gone into BIOS and reset the cpu speed but it still persists to say this and The reason i reset the overclock is because for some reason in Arma 2 my frames all of a sudden started lagging one day and now will not fix anyone that can help would be loved forever by me

First off, what CPU chip do you currently have? Depending on the chip it could be your turbo boost is fluctuating your chip's frequency based on current demand.

yeah it turbos to 3.6 when needed on it's own.
