Hello this is what I have chosen so far I would like some feedback on the build.

Best get that because of the 1.5V optimum voltage

Intel recommends staying at or below 1.5v for the ram

Does the .1 really make that much of a difference?

IMO, no, and i personally never had problems with it.

If the CPU can't maintain the voltage, the frequency will be reduced. If the CPU can only pump out 1.5V, the RAM performance will be reduced
