This is my first computer build and computer spec are a8 6600k with a r9 270x 8 gb of ram a msi fm2-a75ma-e35 motherboard 600w power supply and 1tb harddrive I play world of tanks and the grass and trees keep flickering when I move but I don't move it looks fine and I get some screen tearing

It's not overlocked when I took gpu out and just played with on board graphic it look better in720p but when I went up to 1080p the trees and grass started to flicker again and when I had the r9 270x in it would flicker In 720p and 1080p

This may be an ati driver related issue. Please contact the manufacturer and let them know. Make sure you are using hdmi and dvi connection (I assume this but you never know).
