I tried to format and fresh instal windows xp when booting from the flash disk and I could not read my flash what should i do? and on trying to install the image from flash directly it also refuse fresh installation saying that my partition C was occupied.

You must delete the existing Windows partition, then create a new partition. You will then be able to install Windows on that new partition (provided it is large enough, of course).
