Windows 64bit won't install...

I just finished building a new PC with the following parts, I tried to install windows 8.1 (disk) but it won't work. It works up until windows restarts then when its getting devices ready a blue screen pops up that says "your computer has ran into a problem and needs to restart. Were just collecting some info then we will restart for you." and underneath that it says search online for error: IRQL not less or equal. Then when it starts again a error message appears that says "your PC has restarted unexpectedly please restart the installation of windows." Then I restart it and it goes back to the blue screen.

I have called windows support and they said that something doesn't support windows 8.1. I do know that the motherboard supports windows 8.1.

I have also called the company that I purchased the parts off and they said it could be caused by unstable ram. But they asked that we send them a photo of the blue problem screen.

I have tried formating all my drives but still no success.

I downloaded memtest86 and booted it (I think I ran it right) I got 6 passes and 0 errors after I gave up waiting for it for 6 hours. So I don't think it is the RAM but I'm not ruling anything out.

Right now I am running windows 8.1 32bit so I can only use 3.46gb of my 8gb of RAM

I just don't understand its a new system :(

Please help.
