No POST, No Fans, Can't Detect RAM or Lack of Ram

Hey friends. I'm having a quite unusual problem with my system. Here's a list of things not working:

  • No POST
    Power light on mobo is on
    Doesn't detect that I removed both sticks of RAM
    Fans won't spin, even if it turns on
    Clear CMOS jumper seems to be able to switch the PC on and off

I tried all the steps shown here. Tried one stick of RAM, tried moving it, took out both sticks... No difference; it's not detecting anything or the lack thereof. PSU turns on and powers the drives. Mobo powers on the CPU fan but not the case fans. It's showing there's power going through it (Green light on mobo). Also, when I have the Clear CMOS jumper set on pins 2 & 3, it doesn't turn on, but when I simply take off the jumper so that it touches nothing, it boots, even if I didn't press the power button.Tried with another PSU. Same result.

Specs (what matters right now):

  • Core i5 4670k
    Asus Z87-A Motherboard (Brand new one, RMA'd the old one but the problem persists with this one too)
    G.Skill 8GB (4x2GB) 2133 memory
    XFX Pro 750W Gold-rated PSU

As I mentioned, I have a feeling it's the CPU, but since I don't have another LGA 1150 mobo or another PSU I can use to try out, I can't be sure. Thanks for your help.
 
Solution
I'd say it's the motherboard. I'm not sure, but I think asus has a mobo diagnostic thing you can run... and it will give you back a code via blinking power light on the mobo.

That's what I thought at first, so I RMA'd it and got a brand new one. Same problem. I may have forgotten to mention that though. Also, if you're referring to a two-digit code shown on the board, I don't have that on mine. I'm not sure what other diagnostic tool I could run though.
