Windows 8.1 started up stalls at a rainbow splash screen

if you can try booting into safe mode. if you can get into safe mode. turn off everything in the start up tab see if it a damaged anti virus software. if your rig still hangs,if you have onboard video port. power off the pc and try using the onboard video. if you get into windows fine...uninstall the video drivers for the gpu and then put the gpu back in and see if the rig hangs.
