Trying to boot from recovery disc

My .exe files all messed up and start up in notepad, and after a LONG process of checking and changing the registry to no avail, I decided the best course of action was to reinstall windows 7 home premium via the recovery discs I got 2 years ago when I bought the computer. However I cannot either locate or do not have the option to begin this process.

So your problem is that you have to reinstall Windows but you don't have the Windows disc? You can try getting a replacement from your PC's manufacturer or you'll have to go to Best Buy or Walmart and fork over the dough for a new copy.

Well I have the recovery discs which I thought was the windows 7 OS. But if it isn't then yeah that is my problem. But I am just trying to figure out why I cannot seem to be able to use the recovery discs.

To use the recovery disc, put it in your drive and reboot. Right when your computer starts there should be an option called Boot Menu where you can select it to boot from your optical drive but if not press Del, Esc, F12 or whatever it says to enter setup/BIOS and find an option for Boot Priority and change it so that your computer tries to boot from the optical drive first instead of the hard drive.

Then just follow the onscreen prompts!
