Pc won't start properly

Took all parts out of pc put them back in, now it won't start properly. When I click the psu on switch it starts the pc without pushing the power button, there's no beep and the power button doesn't turn it off

Also the gpu fan spins very slow for a 2-3 seconds then stops.

Everything seems to be wired up properly don't have a clue what it is

Oh and also the hdd lights? (the small lights on the front of the case) aren't flashing
 
Well it seems either the powersupply is constantly in the 'on' state, or the motherboard is constantly telling the power supply to turn on. I'd be leaning more towards the power supply. Do you have another power supply you could borrow to test out? You could just plug in the 20/24 pin connector and see if it turns on immediately or not. This would rule out one of the two.
