You could make a top of the line rig with ~$3k. Performance wise, $3k will get you the best on the market, everything after that is just adding to your e-peen and performance gains are small.

Agreed, though for Haswell E you will be paying a slight premium for maybe a few percent performance over Ivy Bridge E. Temperatures should be better though. Which may lead to better overclocking. Really depends what you are after.

I assume this includes everything, including crazy water cooling and dual or more GPUs for that kind of money.

i7-4930k, 4x4 GB DDR4? (Pretty sure that is Intel's plan), Full ATX motherboard (maybe $1000 total)

A pair of GTX780Ti will set you back about $1200 (Though my understanding is that a true dual GPU board is in the works)

Maybe a nice quality 1000W supply for about $200 (not really necessary, but you can never have enough juice for a ludicrous rig)

512GB Solid State set you back about $400, $800-1000 to double it.

A few hundred for water cooling radiators, fans, waterblocks, reservoirs, pumps, tubing.

Maybe $4-4.5k, leaving you lots left over for monitors, keyboards, what have you.

$10,500 is just over the top.

I am very sorry that no one has actually compiled a full components list. I wish someone would come along who would or could do it well. I am not qualified.

You can't just slap all the latest components in a machine and hope its the best, Titans are good, what platform do they run best on? AMD or Intel? Which generation? What moterboard chipset? Obviously, you want an amazing motherboard with full SATA 3.0, USB 3.0, PCIe 3.0, DDR4 might not be out reliable for a while, a great chipset that has advanced features like Raid, but also the best way to manage power and distribute heat, Those Extreme motherboards you see are obviously meant to not only overclock, but to handle an OC'ed CPU by getting the PCI data to it faster, etc.

This is a plea to the experts, please help this man. I might just rob him, find someone who is qualified, build it and then just give it to him.

I also say that the Budget is over the top. I would go with three monitors (video entertainment, desktop, game/editing/etc.) High quality 4K that will last you at least 10 years with great response time, high refresh rate, proper cabling. Might as well go with a 3d printer while your at it. That's what I would do, build an amazing price-to-performance PC with a lean toward performance, 3d printer, 2 monitors, but thats just me

Doubt if it will be able to run minesweeper...

Rest of the specs:
i7 4930k
32GB of Corsair Vengeance
780ti SLI / triple SLI / Quad SLI (you decide)
PSU depending on the amount of GPU's :p
4x 1TB SSD - You can put them in raid for extra performance :p .
Watercooling
Corsair Obsidian 900d

Well, that won't be near 10k :p

You are asking for a complete parts list for hardware that doesn't exist right now. Can't really assist you there.

Here is an air cooled Ivy Bridge E config, that, if I were very wasteful, would buy. Though I might opt out for a 240mm AIO water cooler for the CPU and switch the GPUs to the standard version that vents out the back.

Ah, I almost want to delete my post for forgetting the unreleased hardware request by the time I read everyone's responses I think going for the refresh to haswell is pointless, manufacturers always do that come out with something and everyone buys it, a year later update old product with new features and then make incompatible with existing sockets

And yet it could be great but I just don't like to buy the latest tech because it could be badly made and u wouldn't find out until find out until thousands of ppl r using it
