Do I have a bottleneck system?

I am working on a $700 budget pc build and I decided to go with the
Intel Core i5-3570K 3.4GHz Quad-Core Processor
and a
GeForce GTX 650 Ti 1GB Video Card.
The processor runs at about $220 and the gpu is about $120. I plan using it for %40 gaming and %60 workstation applications. I was talking to someone today and they said that this would bottleneck the system. Do you think this is true, what should I change? Thanks in advance for any replies, they are greatly appreciated.

There wouldn't be a bottleneck, your CPU is fine and will be fine for a while. Could your GPU be better? Yes, it could be. But as you stated, most of your usage is going to be towards workstation apps.

This CPU can support a better GPU but it doesn't mean you have to buy one.

It all depends on your budget and what do you expect from your gaming experience.

The $700 budget, is it for the whole PC including monitor and Operating System?

the $700 budget is for the pc and os but not the monitor keyboard ect. I was also thinking of getting a little lower i5 cpu since overclocking would cost another $80 or so.

If you pick that processor, an ASRock Z87 Pro4 for $89.99 which Tom's used in their latest SBM, you might save enough to pick up something like a GTX 750 ti or a GTX 650 ti Boost.

Here I dropped it down to an R7 260X that fits within your budget. It will be faster than a 650ti but not as fast as a 750ti, kind of a middle ground.

Well since you'll be getting an 4670k which is unlocked for overclocking, it only makes sense that you get a Z87 board meant for overclocking. Even if you don't want to overclock now, you may want to try your hand at it in a few months once you read up on how and feel more comfortable doing it. So it makes sense to get the board now and not have to worry about buying another board down the road.

The Z87 Pro4 is as cheap as you'll get on a Z87 board that will be of sufficient quality for overclocking duties. You can drop down to something like the Pro3 from ASRock or MSI G43 and save yourself $5-$7 but I trust the Pro4 because the staff at Tom's used it for their System Builder Marathon and was approved by them.
