PSU Dying or random failure?

We had a brownout recently. My PC was off at the time, and worked for about an hour before it shut off completely; fans etc, nothing came on when I hit the power button. I switched the voltage button on back of PSU to it's higher setting, and the fans turned on, but no boot. And now it's randomly booted to Windows. Is my PSU failing, or is it going through shock from the brownout?

That a very poor power supply it needs to be replaced , it only has 38 amps on the 12v rail and a maximum output of 456 watts.

What would be a good recommendation for a better one? I'm not very knowledgable on PSU's unfortunately.
