Motherboard says ram is 1333mhz when should be 1600mhz

I bought 2x4GB Corsair Vengeance Pro 1600MHz sticks for my computer, however in the BIOS they are read as 1333MHz. I can overclock them to 1600MHz but it seems to think they are 1333MHz to begin with, does anyone know why this is?

Both motherboard and CPU support 1600MHz without overclocking.
Motherboard is Z87-C, RAM is CMY8GX3M2A1600C9, CPU is i5 4670.

This immediately screams to me that something is wrong with either the board or the RAM, but I'm not sure, so hopefully you guys know why it shows up as 1333MHz RAM when it should be 1600Mhz.

Also, even if I overclock to 1600MHz it still says it is 1333MHz but overclocked to 1600MHz.

RAM is going to default to the mobos default, more often than not 1333, if an Intel system, go into BIOS enable XMP and select profile 1 and should be good, if AMD, go into BIOS and look for XMP, or DOCP, or EOCP, enable that and select 1600 and it should set it up for you, any problems let us know the CPU and mobo
