Browsers won't work - connection OK

I have searched similar issues for awhile and can't resolve my issue. Have a laptop that is connected to internet (can ping IP's) but the browser won't work (IE and chrome). Get webpage not available. Separate desktop is connected to same router and browser works fine. Laptop was recently restored from backup as had hard drive crash and replaced hard drive. Hasn't worked since then.

UPDATE-4/10/14 I finally was able to fix this issue.
Opened up a DOS window as administrator (just right click from start menu).
Then ran the following 4 commands:

netsh int ip reset
netsh winsock reset
netsh int ipv4 reset
netsh int ipv6 reset

Then rebooted and browser worked fine.

I've tried these options...nothing. my internet browsers work fine when connected to ethernet cable. however, once i try wifi they will not load pages. other computers in home work fine
