New video card, still poor frame rates

Hey tech gurus, I'm having some problems and I hope you can offer advice.

first off here's me computer:
amd phenom x2 3.4ghz quad core 965
8gb ddr3 pc12800 (4x2gb)
msi Radeon r9 270x 4gb
600w rosewill power supply with 72% efficiency
running Windows 7 64bit

I have all my drivers updated and installed, but when I go to run Diablo 3 I still get very low fps. It ranges from 15-25. As far as I know my computer should be able to smoke Diablo. I tried running Rift and had the same results. I downloaded the newest drive that is currently in beta and it comes with an app that optimizes the games to what my computer can run. it sets them to max settings but the frame rate is miserable. here's hoping I can get some help

make sure all the cores of your 965 are enabled.

I've checked with programs that unlock the parked cores and it says my speed is 3.4GHz. I'll do a little more research but I'm not 100% sure if it'll work. I'll keep you updated.

first uninstall gpu driver in safe mode,restart, again install.see it solve or not.
