So I have been using the AMD 8150 and it works really well, but whenever I play games, the CPU gets really hot and the fan gets pretty loud. I dont want to spend a ton on it, but I do want it to be quiet and cool.

I was thinking of getting the ARCTIC Freezer A30 Extreme CPU Cooler

or would Noctua NH-D14 120mm & 140mm SSO CPU Cooler be worth the extra money?

Or should I go with something else?
Thank you

How loud would that 36 dBA be? Or would it probably never get that loud?

Its only that loud at max load, so its rare it gets that loud. As for sound, here are the explanations of dBA:
10db normal breathing
20db mosquito, russling leaves
30db whisper
40db stream, refrigerator humming
50-60db normal conversation, laughter, quiet office.
70db hair dryer, vacume cleaner
75db dishwasher
80db garbage disposal, city traffic
85-90db lawnmower,diesel truck at over 40mph
100db train, garbage truck
110db drill, power saw, jet flyover
120db thunderclap, dance clubs, sterios
130db jet takeoff, shotgun firing
110-140db rock concert
145db boom bass cars

So you wont hear it much, and it will be quieter than case fans.

I would agree with Gam3r01 on the Hyper 212 Evo. Its actual price is $10 cheaper than the one you originally listed. I have the 212 evo heatsink on my amd 8120 and have even tried some overclocking up to 3.8ghz while playing planetside2. It remained very cool and quiet throughout. The size of the 212 evo is rather large so people suggest taking your sticks of ram out while installing it. I have a mid tower and had no issues installing the 212 evo myself with only a little experience in building computers.
