Phase Changing Cooling GPU?

What setup would you be cooling?
I assume you would have one gpu and want to get more performance, but why not sell the gpu and buy two 780ti's.
Phase change cooling is ridiculously expensive and the minor increases from over clocked performance will never justify a 2000$ Cooler.
