Will upgrading RAM make my PC faster while playing games or multitasking?

I wonder how much performance increase in games would i get if i were to upgrade my RAM from 4GB to 8GB.

My specifications:
Microsoft Windows 8.1 Pro 64bit
Intel(R) Core(TM) i5-3450 CPU @ 3.1GHz
NVIDIA GT220 1Gb
RAM 4Gb DDR3 1333MHz
HDD 500Gb WD 7200RPM
Motherboard Gigabyte H61M-DS2

I want to play SimCity 2013 with my browser open but the game consumes about 2gb of ram. When idle, it consumes around 25-30% of ram.

in most cases, the RAM recommendation usually reaches the 8gb for a mid to high end gaming rig. But looking at the specs of your system, with that gpu i don't think there is a need of increasing the memory of another 4gb as your configuration will hardly put that amount of processing load for your memory. You should be good with 4gb for now.
