No boot, no display, can't turn off, replaced psu.

My computer recently stopped booting properly. I press the power button and hear no beeps and get no display. Everything seems to be working inside the case, all the components fans and lights are on. Once the PC is on, I'm unable to power it off with the power button and must turn off the power supply. I did some research and it seemed like it was my psu. So I bought a psu tester and the PG value was hh (which supposedly means the psu is failing). So I bought a new psu and made sure to test it (it works fine with my tester and has a gp value of 430), but I'm still getting the same symptoms. I plugged everything in properly, but I'm still getting the same problems even after I changed the failing psu.

Specs:
Gpu: pny gtx 770 2gb
CPU: amd fx 9590
Ram: 8gbs (2 2gb sticks of edata, and 2 2gb sticks of corsair)
Motherboard: gigabyte ga-990fxa-ud3
Psu: thermaltake 850 watt

EDIT: I removed the ram and tried booting and the same exact thing happened. No beeps, no displays. This points towards my motherboard, correct? The only problem is that I don't even know if this motherboard has a speaker. It never came with one and I never attached one. Are the speakers built in?

^unfortunately that's out of the question, I discarded the box a long time ago. Perhaps I'll go snag a mobo speaker from frys and see if that works. I'd love to hear any ideas in the meantime, since it'll take me a day or two to find the time to go to frys.

Well when you do get that speaker look at this http://www.computerhope.com/beep.htm What I would do until then is try getting your computer down to almost nothing but the core components. Don't attach even the hard drivers or optical drive. Just the motherboard, processor, heatsink,ram, and the power supply. Try to boot up your system. Actually you should try this first try resetting your bios first.just look into your motherboard manual if you don't know how. If you still can't boot try taking the motherboard out of the case and putting it onto something like a box with the same core components attached. You could also try cleaning your ram with a clean pencil eraser.
