Windows Bootable CD / USB NOT BOOTING

Hi,
I'm trying to format my hard disk and reinstall Windows XP / 7. But, the problem is the bootable CD is not booting at startup. I changed the BIOS , first boot device to CD. Still, no signs of any booting from the CD drive. I decided to boot from USB flash drive and made the flash drive bootable with the Windows software . However, that too didn't work. What i'm getting is a blank screen with a blinking '-' . No progress after that though I waited for 30 minutes!
I want to reinstall the OS by any means possible!! Is there any way to format and install the OS without booting? Or please let me know what could possibly the reason why the CD / USB is not booting??

are you sure you have selected the cd drive as first boot option? and if so does it give you the option where it says press any key to boot from cd when you start your comp?

Yeah , I've changed the first boot device to CD It is trying to boot but all I get is just a blank screen and it continues to load the Windows rather than displaying the 'press any key to boot from cd'
