Any good passive CPU coolers (heatsinks)?

Now that I have my build decided upon, I just need to make it nearly silent without using a padded case.

I've got a silent HDD, very quiet fans, a very quiet video card, a PSU with a fan that disables itself at low heat, and a case fan controller.

I still need to replace the stock CPU cooler of an Intel Pentium G3420. The G3420 runs cool as it is, being a dual core CPU with the Haswell architecture, but the cooler I'm going to choose also needs to last through an upgrade to an i5-4440.

I would prefer that the cooler is actually just a heatsink, if possible, since I'm not exactly running an FX-9590 here.

So far the best option seems to be the Prolimatech Black Megahalems. It's relatively expensive for a heatsink, but it would support fans if it turns out I need them. Is there anything less expensive that does not require a CPU cooler fan to function properly?
