There is no 100% guarantee. I have a 4670k which is a horrible overclocker, I can't get past 4.1 ghz at all no matter how much voltage I give it. Your chip could be the same thing, I am not orientated with AMD cpus but have your fingers crossed that you didn't get as unlucky as me.

Every CPU is different. You must try it with gradually increment to get the maximum of the CPU capability.

I think the highest overclock you can get out of a Phenom II chip on air is 4/4.1 GHz, so there is a good possibility you will be able to hit 4 GHz. Some people claim to get Phenom II chips to 4.4 GHz overclock on water but my guess you will have to increase the voltage by large value to get there and the risk is just isn't worth it. Like others have said as well binning will also play a role in that.
