My cpu cooler is whistling.

It only whistles when it is plugged into the regulating cpu fan socket. I plugged it into the system fan socket to see if it would quit and it did.

I did have more noise til I straightened the metal fins that were ever so slightly bent. I swear it is a mix of the fins whistling from being barely bent to the right angle for the fan speeds, and also I think there has to be something wrong with the regulator in the cooler. It only whistles when its running slow. If I start up a complex program it stops with the sound. How do you fix this?

Yet it has to have something to do with the cpu fan socket having the ability to regulate the speed.
