GPU 2 memory clock, and GPU 2 Core clock uber LOW

So I got two R9 290 in crossfire. My GPU 1 memory clock is on 1250, and the core clock is 947. While the GPU 2 memory clock is 150, and the core clock is from 300-320. Why?

In game both of my graphic cards are really unstable. GPU 1, and GPU 2 core clock, memory clock and the usage is going from lowest as possible to highest as possible. But in heaven benchmark test GPU 1 works normale, and GPU 2 is on idle.
