First disconnect from the internet. Change your computer password or setup one.
Change the network password. This is how you can repair Windows 7.

Make sure you do not have a virus.

Run MS Security Essentials.

I agree with Nathan... I would be scanning for viruses and malware. Is it your network or school or works? If things are changing on your own computer I would be locking it down if I was unable to find out who was messing with me.

If the computer is connected to your system though wifi, you can setup a MAC based security that will only allow certain network cards to connect. Also change the WiFi password and any other passwords. Do not use a full administrator account full time on your computer, create a regular user account and use that, only use the administrator account when you need to install something.
