I am having the same problem as quoted in the above cases, but, I only have Regional settings and Clock as separate items in Control Panel. My setting are set to English UK but my 2" key and my '@ key should be 2@ and ' ". I cannot find a way to change them. This is particularly annoying as I have had this problem previously several years ago and I resolved it then! Maybe senility is creeping in - any help would be appreciated.
KDA.

Your input language is set to "English (United Kingdom)", but setting the keyboard layout to "United Kingdom" is a separate setting.

Your keyboard layout is currently set to "United States" (the default setting) instead of "United Kingdom", hence some characters are mapped to different keys compared to a UK keyboard layout.

You didn't say which version of Windows but I'm guessing it's XP?
