LogonUI.exe eating CPU

Hey Everyone,

Not 100% sure if this was the best place to put this but I will explain my case anyways. I have a few PCs here that are used as workstations on two different connections. All of which are accessed remotely through Remote Desktop. Each connection has two PCs and use ports 3389 and 3390 respectively (3389 and 3390 on one connection and 3389 and 3390 on the other). Currently I have two PCs (identical) on one connection. It appears the one using the default 3389 port is working fine but the 3390 one is having a ton of lag. When I checked task manage I saw there was the process LogonUI.exe using a stationary 25% of CPU. Also, when I check my processes, there is legit service host files jumping everywhere.

Does anyone have any sort of idea of how to fix this or what could be the cause? I can certainly supply more information and/or more concrete details if necessary.

I have already exhausted many hours trying to fix this problem myself and keep coming up fruitless.

Please help!!

Edit: Forgot to add that the PC is brand new and has a copy of Windows 8.1 Pro installed.

Yeah, I should have mentioned that it is most certainly because of RDP since it only appears when I connect remotely. I just can't grasp why it works fine on the other 3 PCs (one of which is the exact same PC) but is messing up on this one. I felt it wasn't specific to this machine so I didn't really consider returning it, not yet anyways.
