Slow Upload Speeds on One Computer

I've seen all the other posts on forums and this site about this happening, but none of it has helped me. I currently have a 20mb/s down and 12mp/s up internet plan through Comcast, and am having major upload problems. Currently I'm getting 15mb/s down (which I'm fine with, this has always been the real speed) and about .8mb/s up.



The other PC in the house is getting 16mb/s down and about 5mb/s up (which again, is average; this is the s**t you have to deal with when Comcast is the only provider) I'm very educated when it comes to computers, but networking kind of goes right over my head. My step dad is very smart with networks however (he teaches networking classes for Fluke), and from what he can tell it's all in my PC. I've uninstalled the Asus program that people are reporting to limit their upload speeds, and that didn't solve the problem. I've also disabled 'Windows Management Instrumentation' through msconfig with no luck. Here are my PC specs if it's any help:

Motherboard: Asus Z87 Pro
RAM: 32GB GSkill 1866
GPU: GTX 670 (main), GTX660 (DogeCoin miner ;) )
CPU: i7 4770k @ 4.3ghz & 1.245v
HDD: 2TB Samsung (mass storage)
SSD: 256GB Kingston HyperX (windows, main programs)
OS: Windows 7 64bit Ultimate

fisrt you need to uninstall that old java update the 7 -45 one also do you have that bitcoin always on i suggest you to use this to see if all your software are up to date and it is all free http://secunia.com/vulnerability_scanning/personal/ in the same time make shure your driver and os are update .

Thanks for noticing the Java issue, got that taken care of. How would my software being up to date or not affect my upload speed?

most browser use a java plug in .
