If I understand your problem correctly, you cannot access the internet via Internet Explorer, but through other web browsers you can?

Try resetting your browser settings by doing the following:
1. Press or click the Start/Windows button
2. Click on Control Panel
3. Click on Network and Internet (or Internet Options, if you use Large/Small Icon View)
4. Open Internet Options (already opened if you clicked on Internet Options in step 3)
5. Click on the Advanced tab (all the way to the right)
6. Then click on the Reset button
7. Attempt your browsing via Internet Explorer again.

If the above steps do not help, perform a system restore by doing the following:

1. Hold the Windows/Start key and press the R key

3. Follow the on-screen prompts to restore your computer to an earlier point. Restoring your computer to a point prior to the IE problem is recommended.
