I was looking to get an intel® Core™ i7-4820K, but I haven't the slightest clue of what the best cooling system would be.

Solution
If you don't want to overclock, save yourself a bunch of money and go with a Xeon 1230 v3 and a Coolermaster Hyper TX3. It is an i7 without the IGP. You don't need as expensive of a motherboard then either. An Asrock B85 pro 4 is sufficient unless you want Raid capability or want to run dual graphics cards. A Z87 extreme3 is sufficient for that one.

assuming you're overclocking... how do you define 'best'? the "BEST" is a custom liquid cooling loop at $300.
the 'best' for normal people is an all in one liquid loop - corsair h100i is a large one at $100
Then there are smaller ones like the cooler master 120xl at $60

Well I'm on my first build, and I thought that was the best processor for the money. But I'll take your advice.

By "best" I mean a system that will keep the cpu cool enough for someone to play for almost 5 hours straight running full graphics. Not sure if want to overclock yet however.

Would you recommend Raid capability?

Raid isn't necessary, unless if you want a lot of storage. You can always buy an expansion card for it later on, should you want to try it. I recommend that anyway, as using an Intel motherboard's raid leaves you stuck with Intel. Should AMD come along with something really good, it wouldn't work with the AMD Raid controller. I am in that situation myself with my file server.
