Computer Hangs at BIOS splash screen. Only works when USB devices are disconnected.

I have not been able to access my BIOS as i can't have any USB devices plugged in. I am trying to downgrade from windows 8 to 7. But now this problem that i have been avoiding is not become a hassle. So i decided to make a tomshardware account to see if anyone has had a similar issue or knows a solution. I've read else where about removing the USB devices to boot. But how can i fix this so i can enter my BIOS.
I've tried resetting the BIOS and have removed the CMOS battery for several minutes. I can still get it to boot to windows but only when the USB devices are unplugged. If anyone has an idea on how i should go about fixing this, it would be much appreciated.
System specs
-Windows 8
-MSi 890fxa-gd70 motherboard
-AMD II X6 1055T 2.8 overclocked to 3.8 processor
-Corsair dominator ram x2, 3GB sticks. 6GB total
-Western Digital WD Black 640GB HDD
-Corsair TX 750W PSU
-MSI - R7850 Twin Frozr 2GD5/OC GPU

I have used a PS/2 keyboard and downgraded to windows 7 and the issue is still there
