Low FPS in BF4 with GTX 780

So i just completed my build about a week ago. And i have really been wanting to play BF4 so i purchased and downloaded it and began playing it. I noticed that my frames were oddly low (45-70). That fps would be fine if i were on ultra 1080p... However, i am using my tv as my monitor( and am using an HDMI so when i change it to 1080p it gets fuzzy) so i am running at ultra 1360x768. I have an EVGA GTX 780 superclocked w/ acx cooling paired with a i5 3570k. The temps max out at 70c.

TL;DR Low Fps with an EVGA GTX 780 Superclocked/i5 3570k

Yes, I have installed the latest gpu/cpu drivers and motherboard bios. I tried to see if it was being throttled down due to the heat but it wasnt the case ( I disabled the CPU throttling in bios)

Would that really help? What exactly could have went wrong during the download/install to make it mess up like this. It is literally maxing out my cpu usage.

I dont really have good cooling, just the stock intel heatsink. However, like i said to another person i disabled cpu throttling in the bios so i didnt think it would clock down due to heat.

Did you thank you may have got a bad 780 do some test on it.. and see what you come up with.
I got 2 GTS 450's and i can play BF4 on ultra 1080p with 50 to 90 fps so something is up with your rig.

What test do you recommend? I am sorta a noob still. What test and for how long do you think i should run it?

Yea, sometimes i feel like if i can just get a bunch of ideas and try them, one idea is bound to work.
