Video card error

Hello, I recently built a new gaming PC. It has a PNY GEforce GTX 770 2GB Video Card. I followed the instructions to plug two 6-pin power connectors to the video card (even though one of the ports on the card is 8-pins). I turned on the PC and it said "Please power down and connect the PCIe power cable(s) for this graphics card" I do not believe it is the power supply because it is 700 watts when it said it needed 600 watts. I made sure everything was plugged in. I also unplugged the power cables from the power supply and it says the same message. Please help.

All of the Xions have 50A on the +12V rails and the 780 needs a minimum of 43A. I have a feeling that it may be your PSU - Xions are poor for voltage regulation and can only generate 50A at peak - which is something that won't happen very often.

Are you saying I need a power supply with a higher wattage?
